Norbury residents who want a say on London’s long-term planning rules have until 5pm on Thursday 15 October 2026 to respond to City Hall’s draft London Plan consultation.

The London Plan is the Mayor of London’s strategic planning document for the capital. It does not decide individual planning applications in Norbury, but it helps set the framework that boroughs and developers must work within on issues such as housing, town centres, transport, jobs, climate resilience and green space.

City Hall says people can respond to the whole draft plan or only the sections that matter most to them. For Norbury, that may include topics such as the future of local high streets, the balance between new homes and existing neighbourhood character, access to public transport, walking and cycling routes, parks, heat and flood resilience, and the needs of families, older residents and disabled Londoners.

Why it matters locally

Norbury sits on the Croydon side of the SW16 area, close to borough boundaries and major routes into central London and Croydon. Strategic London planning policy can shape how councils assess development, how growth is directed, and how infrastructure needs are considered over the longer term.

Residents do not need to comment on every chapter. A short, specific response about local experience can still be useful if it explains the issue clearly and links it to the relevant part of the draft plan.

  • Focus on the sections most relevant to your concern, such as housing, transport, town centres, green infrastructure or climate adaptation.
  • Give local examples where possible, but avoid including private personal details that are not needed.
  • Submit your response before the published deadline of 5pm on Thursday 15 October 2026.

City Hall’s announcement says the consultation opened on 16 July 2026. After consultation, the draft plan is expected to go through further scrutiny before any final version is adopted.

This is separate from commenting on individual Croydon Council planning applications. For a specific Norbury application, residents should still use the relevant council planning register and follow the application’s own deadline.
