Norbury residents living on or near Healthy School Streets should check Croydon Council’s permit rules before arranging journeys, visits or essential work during school run restriction times.

Croydon Council lists Norbury Manor Primary and Norbury High School for Girls among its current permanent Healthy School Streets. The council’s general guidance says these schemes restrict vehicles from entering signed school streets during set school-run periods, usually 8am to 9.30am and 2pm to 4pm on weekdays, and only during school term time.

The details of each street should be checked on the signs at the entrance and on the council’s official Healthy School Streets pages, as local layouts and operating arrangements can vary.

Resident permits

Croydon Council says properties within Healthy School Streets are eligible to apply for a free exemption permit, up to three permits per household. Properties with rear vehicle access from a road inside the exemption zone may also be eligible.

The council says residents must be on the council tax or electoral register. It says exemptions last for three years, or until the council is told the person is no longer a resident of the address within the Healthy School Street.

Visitors, carers and urgent work

The council’s permit page says a resident can apply for a temporary resident exemption for one day, one week or one month, depending on the time needed, in certain circumstances.

Examples listed by the council include a designated carer, a visitor with mobility issues, unplanned essential visits such as boiler repair, or a trade vehicle with heavy tools.

Applications must be made online before or on the day access is needed. Croydon Council says late applications can only be made on the day up until 23:59 for the exemption to apply for that day.

The council’s guidance also says other drivers who want to access a Healthy School Street should arrive outside the hours of operation.

Healthcare workers, businesses and school staff

For healthcare workers, Croydon Council says the resident must make a temporary resident application on the worker’s behalf for the date of the visit. The council’s page also says evidence of the resident being visited can be provided if a penalty charge notice is issued.

For businesses and charities, the council says only facilities with on-premises parking on the school street are eligible to apply. It asks them to email [email protected].

The council says vehicles belonging to staff of nurseries, schools and businesses located in Healthy School Streets can apply for an exemption permit, and should contact their administrator for details on how to apply.

Healthy School Streets can be confusing for people who do not travel through them every day: a resident may be exempt, while a visiting relative, carer, builder or delivery driver may need a temporary arrangement or may need to arrive outside restricted hours.
